About the Company :
The International Secretariat for Water (hereafter referred to as "ISW") is an international non-governmental organization incorporated in 1991. ISW's mission is to support civil society organisations and constituencies to ensure that access to safe drinking water and sanitation is recognized as a fundamental human right, and that appropriate actions are taken to secure this right at all levels of society.
The activities of ISW are governed by the Montréal Charter on Drinking Water and Sanitation, and carried out in consultation with its membership which is composed primarily of networks of people and civil society organisations based in developing countries. ISW works through:
o informing and educating people about their rights, and on sound community water management principles and skills;
o strengthening the role of civil society by mobilising local communities concerned with water management, and supporting their initiatives;
o supporting and advising the private sector and public institutions who wish to help citizens in their own development;
o promoting interaction and developing alliances between water and sanitation stakeholders in civil society locally and globally;
o contributing to an equitable society by striving for fair access to safe water and sanitation for all people.
ISW has implemented a Rural Water Supply and Hygiene Promotion project in
Central Asia since 1998 with Swiss, Dutch, UN and French funding.
ISW secretariat is based in Montreal, Canada.

About the Job :
The Rural Water Supply Project is looking for a Civil Engineer, from November 2005 to December 2006 with possible extension, based in the city of Ferghana, Uzbekistan. The Project is managed by the International Secretariat for Water, an international NGO based in Canada, and funded by a grant of the Swiss Agency for Development and Cooperation. The Project aims to build potable water supply systems in about 18 villages of the Ferghana Valley, covering a population of about 50 000 inhabitants in the period of 2004 to 2006.

Profile of Ideal Candidate :
The Civil Engineer will work under the supervision of the Project Director, and is assisted by a team of 2 local engineers. His/her main tasks are to manage and supervise all technical activities related to the implementation of rural water systems:
- hydraulic design of the water systems;
- procurement of materials and works on national and international tenders;
- supervision of construction activities;
- training of village water committees to operate and maintain the systems;
- reporting of technical activities to the Project Director.
Candidates will be evaluated on the following qualifications:
- Higher education degree in related fields.
- Previous work experience in large scale drinking water projects of at least 5 years, with a significant part in developing countries (2 references required). Experience of CIS countries would be highly desirable.
- Knowledge of hydraulic softwares (Epanet, Distrib, Piccolo…).
- Good negotiation skills.
- Capacity to manage difficult contractual relationships with contractors.
- Good communication skills to work with people in villages.
- Excellent knowledge of English language is mandatory. Operational knowledge of Russian or of a Turkic language (Turkish or Uzbek) is also required.
