The RoleThe RoleResponsibilities: Deliver a fully tested off shore facility ready for start up. Deliver a trained workforce to execute the commissioning plan and is ready for participating in the start-up and permanent production phase. Deliver a completely filled asset information system Work with the Off-shore S.Up Leader in the development of the Integrated Offshore Commissioning and Start-up Plan and be functionally responsible for the implementation of the Commissioning portion of the plan. Develop system activity sheets and WEFS, which serve as a basis for a sound integrated CSU schedule and later CSU instructions. Establish commissioning logic for offshore which is to be integrated in the overall logic. Establish plan and schedule from logic and integrate into overall schedule. Establish commissioning organization, systems and tools to enable a Flawless Start-Up of the offshore facilities, e.g. platforms and pipelines. Lead the commissioning team and execute offshore systems commissioning (both platforms and pipeline related facilities). The platforms commissioning will be executed in two phases, viz. first in Dubai at JRM yard and again at the offshore location before RFSU can be declared. Specify testing requirements for onshore commissioning to minimize offshore commissioning. Develop test protocols for onshore and off-shore commissioning and required procedures for execution of the same. Define resources required (men, materials, means, vendor support) and enable realization of the same for the commissioning activities. Review requisitions & purchase orders with regards to commissioning/maintenance requirements, procedures, spares, operating & maintenance manuals Assist for Flawless Start-Up and Operational Excellence (HSSE, availability and costs) amongst others through implementation of the GAME processes, ESP (ensure safe production), and Operations Task management for the facilities. Interface with the ADT teams, such as Wells, Pipelines and FGP, as well as with the Interface Project Engineer (Geert Nijhout) to address the integrated commissioning and start-up requirements, in particular with (disposal) permits, pigging, flaring, water wells and offshore wells start-up liquid (water, methanol) disposal, stimulation fluids, sweet gas import for initial start-up, cold start-up, ramp-up & turn-down, turnarounds. Ensure logging in of commissioning data in the Maintenance Management System to provide a baseline for operations and maintenance integrity. Specify Ready For Pre-Commissioning and Ready For Commissioning conditions Specify RFSU conditions and agree with Start-Up Leader. Assist in improving plant reliability and availability, e.g. minimise commissioning/maintenance aspects of turnarounds and maximise opportunities for online maintenance. To assist S.Up Leader with CSU budget forecasting and monitoring and scheduling. Ensure process safety management process is in place at all times on the facility |
